STAGE 1: ISOLATE
PREVENT INTRODUCTION

• Close borders with urgency (or, if you were too slow in closing border (as we were), do the expensive lock-down to remove any existing infections that preceded closing)
• Establish a mandatory tracking app system with urgency- it is a low imposition measure and educates population for future stages
• Establish a mandatory masking requirement with urgency - it is a low imposition measure and educates population for future stages

STAGE 2: MANAGE
MANAGE BORDER; VACCINATE RAPIDLY

• Manage border (ports, airports, MIQ) to prevent (re-) introduction
• Vaccinate AS MUCH OF POPULATION as possible - with roll-out priority from high risk to low risk groups (make as incentivised as possible within same community protection/personal choice logic as conscription and conscientious objection equivalence - poll ALL population so either recorded as vaccinated or actively decided non-vaxxer [with vaccination always available] - once all individals' decisions known - then into re-engagement stage)
  
• Massively increase respiratory medical resource capacity in anticipation of stage 3
• Increase testing capacity with rapid low-imposition testing (saliva etc.)
• Continue mandatory tracking app system
• Continue mandatory masking

STAGE 3: RE-ENGAGE
ONCE VACCINATION PENETRATION & MEDICAL RESOURCES PERMIT

• Decide and prepare for continuing vaccination program (multiple, varied vaccination technology? booster?) and arrange supply
• Vaccination credentials or 'passport' - no different to historical yellow fever vaccination certificate for travel to Africa etc., or a driver's licence verifying that you can operate with some degree of safety with respect to others. Can't drive without a licence due to negative societal consequence, equally can't go to public mass events without a vaccination certificate. Legislate now to ensure legality on introduction both domestically and internationally.
